Britcon was appointed by British Steel to deliver the design and construction of major civil engineering works as part of the £54 million Billet Caster investment at the Scunthorpe steelworks. The £7.2 million package formed a critical element of the wider manufacturing upgrade, providing the infrastructure required to support the installation and operation of new steel production equipment. Delivered within a live COMAH regulated industrial environment, the project demanded careful planning, stakeholder coordination, and strict adherence to operational and safety requirements.


Scope of Works
Britcon delivered a comprehensive design and build solution incorporating significant civil engineering and structural works. The project included the construction of reinforced concrete pits, foundations, and support structures required for the new billet caster installation. Key elements included cooling banks, a motor control centre building, water treatment plant infrastructure, and an extension to the existing tundish area. Enabling works were undertaken at an early stage to facilitate the main construction programme. These included the installation of a new reinforced concrete access ramp, temporary access arrangements, excavation works, and the construction of concrete structures to support specialist process equipment. Additional works incorporated refurbishment activities, cladding improvements, and roof replacement works within the operational steelworks facility.
Challenges
Delivering complex civil engineering works within a live steel manufacturing environment presented a number of challenges. The project required careful coordination with British Steel’s operational teams to maintain production activities while construction progressed safely alongside existing processes.
Working within a COMAH regulated site introduced stringent safety and compliance requirements, particularly around excavation activities, vibration monitoring, lifting operations, and work at height. The construction of deep pits and reinforced concrete structures demanded detailed temporary works design and sequencing to ensure safety and programme certainty. Extensive stakeholder engagement was required throughout the project to coordinate specialist equipment interfaces, operational shutdown windows, and changing site requirements. Maintaining access routes and minimising disruption to existing operations remained a key priority throughout delivery.
