Britcon delivered a nationwide programme of Vehicle Testing Centres and office facilities for the Driver and Vehicle Standards Agency (DVSA), supporting the modernisation of Heavy Goods Vehicle (HGV) testing infrastructure across the UK. Working under a long term partnering framework, Britcon was responsible for the design and construction of highly sustainable, operationally efficient facilities that provide modern working environments for DVSA staff while enhancing vehicle testing capabilities. The programme represented a significant investment in future proofing the UK’s vehicle testing network through innovative, environmentally responsible construction.

Scope of Works
Britcon undertook the design and build of multiple testing centres and associated office accommodation across various locations nationwide. The facilities incorporated specialist vehicle testing lanes, workshops, inspection areas, office space and staff welfare facilities tailored to DVSA operational requirements.
The buildings were designed with sustainability at their core, featuring high levels of insulation, natural stack ventilation and thermal mass construction to reduce energy consumption without relying on conventional air conditioning systems. Rainwater harvesting systems were integrated throughout the developments, while photovoltaic panels were installed to generate renewable energy and further reduce operational costs. External works included roads, parking areas, drainage infrastructure and landscaping to create fully operational testing environments.
Challenges
Delivering a nationwide programme of specialist testing facilities presented several challenges. Each site required careful coordination between multiple stakeholders while maintaining consistency in quality, design standards and operational functionality across the portfolio.
The facilities needed to accommodate complex testing operations while achieving ambitious sustainability targets and meeting stringent government requirements. Managing specialist subcontractors, coordinating design development and ensuring uninterrupted progress across live and complex sites demanded strong collaboration from the entire project team. Additionally, each testing centre had to balance robust industrial functionality with the creation of comfortable, modern working environments for DVSA employees. This required innovative design solutions and close collaboration with the client throughout the programme.
Outcomes
The programme successfully delivered a series of high quality, sustainable vehicle testing centres that support DVSA’s operational objectives and provide long term value for the public sector. Many of the facilities achieved BREEAM Excellent certification, recognising their outstanding environmental performance and commitment to sustainable construction.
The collaborative approach adopted throughout the framework was widely recognised within the industry, with the project receiving British Council for Offices awards and contributing to a Construction Excellence Integration and Collaborative Working Award for the DVSA partnering team.
The completed facilities provide efficient testing environments, enhanced working conditions and reduced environmental impact through innovative building design and renewable energy technologies. The programme demonstrates Britcon’s ability to successfully deliver complex, multi site frameworks while maintaining exceptional standards of quality, sustainability and client satisfaction.
