Britcon was appointed by Education Training Collective (ETC) to redevelop and expand the NETA Training Centre car park in Stockton. Delivered through the Procure Partnerships Framework, the project provided 162 additional parking spaces and formed the first phase of enabling infrastructure to support the future expansion of the NETA Engineering Training Centre. The £846,000 scheme was delivered on a live college campus, requiring careful planning and stakeholder engagement to maintain day to day operations while creating modern parking and supporting infrastructure.


Scope of Works
The project involved the construction of a new car park and associated infrastructure works at Stockton Riverside College. The scheme included extensive groundworks, drainage installation, an attenuation tank, kerbing, block paving, tarmacadam surfacing, ducting for future ANPR barrier controls, and soft landscaping works. Working collaboratively with the client and design team, Britcon delivered the project through a two stage design and build procurement route, incorporating value engineering and open book cost management to maximise project value. Throughout the works, the team also supported local students by facilitating site visits and providing valuable insight into the construction industry.
Challenges
Delivering the project on a fast track programme presented several challenges. The new car park was required to be completed ahead of the new academic term to meet funding requirements and minimise disruption to students and staff. Maintaining safe access and egress across a busy live college environment demanded careful logistics management and stringent health and safety controls. The team also faced the challenge of balancing affordability with quality, ensuring the scheme remained within budget while maximising social value outcomes for the local community. Through early stakeholder engagement, collaborative planning, digital project management tools, and proactive risk management, Britcon successfully mitigated these challenges.
Outcomes
The project was successfully delivered on time and within budget, providing 162 additional parking spaces to support the growth of the NETA campus and future educational developments. Through pre construction value engineering workshops, Britcon generated savings of more than £135,000 for the client without compromising quality. The scheme achieved all framework KPIs, recorded zero accidents and complaints, and delivered significant social value benefits including local employment opportunities, student engagement activities, charitable donations, and an outstanding 42% social return on investment against a target of 12%. Environmental performance was equally strong, with 99% of waste recycled and low carbon construction practices implemented throughout delivery.
